Since the gentleman spoke about what I said, Mr. Speaker, I said that there was some disagreement over some of the judicial nominations and, for that reason, the other party in the Senate, it is my understanding, and I know we are not supposed to characterize what was happening, but for that reason they, therefore, put a hold on all the appropriation bills. That was simply what I was saying.
