I agree with him that our foreign assistance dollars ought to be spent in a manner that is not only efficient but that is inclusive of all peoples including those with disabilities. I agree that the needs of people with disabilities ought to be a priority as we proceed with the reconstruction in Iraq and Afghanistan; and as we negotiate the terms of this spending bill, I certainly intend to keep the gentleman's comments today here in mind as we look at the report language and bill language.
