The gentlewoman from Oregon has described this precisely. We all recognize that methamphetamine is a terrible problem. I represent a border district in a border State; we have a terrible problem with that with Mexico. The gentlewoman has described this amendment accurately, in that while it increases and decreases the same time, it does not change the structure of any of the accounts or any of the programs; and, therefore, I am willing to accept this amendment.
