reclaiming my time, since I think my time is limited at this point, I would just say that it is in litigation, but it is not exactly the first time that the Congress of the United States has stepped in when there has been litigation to try to resolve something. This is litigation that has absolutely no end in sight; none. There is no prospect of this litigation ever coming to a resolution; there is no prospect of ever resolving this issue. We are trying to put some parameters around it so that we can get an historical accounting for the people who really need it. I urge this amendment be defeated.
