“I have here a list of many, many companies that perform this function already that offer canine support services in the private sector. I still don't know why the Federal Government is in the business. I haven't heard justification, and I don't think we can take it at face value. I will bet if you go to the private contractors here they would say there is enough. There are plenty of people in the private sector that are doing this. Why is the Federal Government competing with the private sector? Why are we in the business? I can guarantee you that TSA hasn't found efficiencies that people in the private sector already know.”
