Mr. President, I am pleased to be able to speak in support of my amendment No. 294 to the Justice for Victims of Trafficking Act. It is important as part of our duties as stewards of the taxpayer money to ensure that the Federal Government is running as efficiently as possible. This is rooting out waste, duplications, and overlap where we find it in the Federal Government and in these programs. This amendment simply requires the GAO--the Government Accountability Office--to study the programs and initiatives which are affected by this bill and those which are related to services for trafficking victims and other victims services. In particular, the amendment directs GAO to look for duplication and overlap and requires GAO to issue a report to Congress describing costs associated with them and to make recommendations on how to achieve cost savings. I do support this legislation. I voted for it when it was considered by the Judiciary Committee. It is incumbent upon us to ensure that other programs that are affected by this legislation are studied to make sure we don't have duplication, that we don't have other programs that are doing the same things. We need to make sure we are good stewards of the taxpayers' money. The GAO has considerable experience of this kind to do this type of analysis.
