I would not repeal the whole issue of community development block grants. What I would do though is set some specific mandates on how those funds are being used as is the case with the amendment that is before us right now where it says there are specific things you can do and specific things you cannot do, because as we try to solve a particular problem, the block grant is developed for that reason, for that reason alone.
