I thank the Chair, and I thank the gentlelady for agreeing to support the amendment. It is important that we ensure if we are going to establish these programs--I don't think we ought to establish them, frankly. I think we are overspent, we are overtaxed. We shouldn't put this additional burden. But if we are going to do it, certainly we ought to ensure that it goes to its intended purpose. That is what this amendment is for. I thank all for supporting the amendment. I yield back the balance of my time.
