Mr. President, as the Senate turns its attention this week to the farm bill conference report, my thoughts turn to the Wild West to put its provisions in context. Frankly, its 950 pages lend themselves to talking about the good, the bad, and the just plain ugly. I mention the good, because while this farm bill falls far short of gaining my support, it is not entirely without provisions worth highlighting. Conferees, including a one-term extension of the Payments in Lieu of Taxes, or the PILT Program. That gives temporary predictability at least for counties with low tax bases due to Federal land ownership and provides Congress with time to chart a long-term solution in this regard. In addition, the bill authorizes permanently the stewardship contracting authority. This is a critical land management tool that allows us to proactively reduce the risk of catastrophic wildfires. It is one I have long called for. While reforms to the liability requirements are also included, the report fails to include necessary flexibility on cancelation ceilings. That is something I will continue to work on in the future. Sadly, when it comes to the bad, there is not enough time to list all of the items in the report that should make any lawmaker cringe who is concerned about our crushing national debt or those of us trying to reform agriculture policy.…
