I would just point out that had any of us known Mr. Cunningham had been bribed for the earmarks he got, it is still unlikely we would have been able to go and challenge those earmarks. The underlying bill will at least make that possible, where his name would have been next to it and we would have had an opportunity during the House consideration of the bill and even perhaps in the conference process. I thank the gentlewoman for yielding.
