“Reclaiming my time, all we are seeking to do here is give them the flexibility that is enjoyed by other agencies. We believe that is needed. I commend the gentleman for doing this. I was pleased to support the manager's amendment. There are other things wrong at the INS. One of which is that little fiefdoms have been created over the years and managers have served sometimes in one position for 20 years. Whereas, in other agencies like the FBI, like the armed services, they are forced to move around to know what other parts of the agencies do. And that way little fiefdoms are not created as easily. I am pleased that that language was included in the manager's amendments, but we need to do much more. That is why I support my colleague from California (Mr. Issa) with this important amendment.”
