I appreciate the discussion on this. As I said, nobody is questioning, certainly not me, the need to have bomb-sniffing dogs. The FAA has had programs since 1972. Those programs have continued. But in 1999 the FAA, and as later taken up by the TSA, got into the business of dog breeding. All this amendment says is, don't go any further. I have yet to hear a justification why the Federal Government needs to be in the business of dog breeding.
