Let me get beyond just platitudes on this. DOJ said in 2012 that you would conduct an assessment of these programs to see where there is overlap and where money perhaps is being wasted.

When I was there, I noted to President Mnangagwa that the government of Zimbabwe would be well served to have regular contact with the Ambassador before issues come up or as they come up rather than afterwards.
