Mr. President, I understand there are three bills at the desk and I ask for their first reading en bloc. The PRESIDING OFFICER. The clerk will read the bills by title for the first time. The senior assistant legislative clerk read as follows: A bill (S. 2181) to provide guidance and priorities for Federal Government obligations in the event that the debt limit is reached. A bill (S. 2182) to cut, cap, and balance the Federal budget. A bill (S. 2183) to reauthorize and reform the Export- Import Bank of the United States, and for other purposes.
