Mr. President, I urge support for the amendment. Time and time again when we do TAA, along with TPA, we find GAO--or whoever studies it--finds that it is duplicative and wasteful. There are other Federal programs that do the same thing. And we find that people are claiming that because the stipulations are so loose, people in jobs that have nothing to do with trade or nothing to do with dislocations because of trade are actually claiming benefits because of it. It is a large bill, and it is duplicative and wasteful, and we ought to get rid of it. I yield back. The PRESIDING OFFICER. The question is on agreeing to amendment No. 1243.
