I thank the gentleman for yielding. I should mention the gentleman from Washington mentioned that the Secretary of Defense said we have got to do something about these schools. I should note that this was not in the Defense request. If he thought something ought to be done, you would think that they would have put it in their request. They didn't. It wasn't in the authorization bill. There is a Department of Education program, a competitive program for this already. If we think that it should have more money, then it should.
