Mr. President, I am here to also talk about the DHS funding bill. I will say from the outset that I don't think the President did the right thing by taking this unilateral action. I think he has made it more difficult to pass immigration reform in this body. Having said that, to attempt to use the spending bill in order to try to poke a finger in the President's eye, in my view, is not a good move. I believe that rather than poke the President in the eye, we ought to put legislation on his desk, and we ought to use this time--we have already used up 2 weeks trying to attach measures to a funding bill when we could have used this time to move actual immigration legislation. Coming from the State of Arizona, we desperately need immigration reform. We desperately need to have more resources and better security on our border. We have needed that for a long time. We have had situations where part of the border gets better and then falls back. As soon as the economy ramps up again, we can expect a lot more flow across the border. We don't have sufficient border security in the State, and Arizonans pay the price in terms of the cost of health care, education, criminal justice. We bear the brunt of the Federal Government's failure to have a secure border and to provide for a secure border. We need to pass that kind of legislation.
