I rise in opposition to this amendment. I believe we do need more certainty, and the certainty ought to be that it is time for this tax credit--particularly the wind PTC--to expire. This was enacted 23 years ago as a temporary tax measure. There has been a lot of wind that has blown since that time, and we have a mature industry. In fact, the other day the President said we are No. 1 in the world in wind power. We ought to have more certainty, and the certainty that needs to be there is that the tax credit is going to end and that we stop picking winners and losers in the energy economy. With that, I yield the floor.
