Mr. President, in 2009, the President signed Executive Order 13502, which states that it is the policy of the Federal Government to encourage executive agencies to consider requiring the use of PLAs, or project labor agreements, in connection with large- scale construction projects. This Executive order did not mandate the use of PLAs. However, some Federal agencies have interpreted that order to require it, and so all this amendment does is take it back to what the law intended--that the Federal Government is neutral with regard to the awarding of contracts, allowing the free market to work its will, and deliver to taxpayers the best possible product at the best possible price.
