“I thank the gentleman for yielding. I rise in support of H.R. 358, the Protect Life Act, of which I'm a cosponsor. It's been the practice of this House for decades to ensure that federal funds are not used for abortion except in rare cases of rape, incest, or to save the life of the mother. This is typically done by attaching language to appropriation bills that go through this House. Unfortunately, we don't always have regular order. Appropriation bills this year are likely to see a minibus or an omnibus or a vehicle that might not lend itself to attachment of this language. So I think it is prudent what the House is doing today to ensure that this language goes into legislation to make sure that federal funds are not used for abortion services and to carry on the will of this body. For that, I urge support of the bill.”
