“In spite of that, there are some serious concerns that make me juxtaposed to wanting to see this particular rule pass at this time, because some of the concerns that those of us who are not only Members of this body but also providers of housing understand as it relates to what is necessary for people to put a roof over their head, to keep a roof over their head, are not included in this particular piece of legislation. The best means of trying to get people to that point, where they can be self-sufficient, when they can take care of their own responsibility, is to create for them opportunities for income, rather than creating a bill that takes away from them the means of resources that they already have available in trying to determine whether or not they are going to put food on the table or whether or not they are going to pay other bills. It is extremely difficult for me to understand how one can argue that this bill, along with welfare, makes sense, and this bill, along with minimum wage, does not make sense.”
