I rise today to support moving forward with this legislation. I was a former small business owner, and I understand the real costs of health care, health insurance, increasing year after year. It's my understanding that the health savings account provision is not going to increase the burden on employers. The bill does not intend for employers to be subject to any additional burdens or obligations. And what it simply does is it closes the tax gap by requiring HSA trustees to report amounts paid to individuals that are not identified with medical expenses. Furthermore, we are going to be asking the GAO to study the uses of distribution from the HSAs. So I'm really pleased to know that we are ensuring that this provision does not negatively impact our business community.
