The example the gentleman gave where one goes to the grocery store with $10 and decides that they can only buy or want to buy $5 of hamburger, which we all do, then we may want to spend that money for gas or for maybe other items in the grocery store.

I would hope you would continue to put them in the high-risk area because we still have great problems.
