Mr. Chair, I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill, add the following: SEC. 5. RISK TO NATIONAL SECURITY. The Secretary of the Interior, after consulting with the Secretary of Defense, shall report to Congress on whether this Act poses a risk to national security due to potential increase in dependence on foreign oil. The CHAIR. Pursuant to House Resolution 548, the gentlewoman from Arizona (Mrs. Lesko) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from Arizona.
