In Europe, you actually have a formula that says if a certain drug doesn't create an additional quality life year and it costs more than a certain dollar amount, you don't get it. It has been a couple years since I did this. Great Britain had one where if the drug was more than about $13,000 a year but didn't create an additional quality life year, they just didn't buy it. It is a type of rationing, sort of a cost cap on functionally your life. That is what the Democrats' H.R. 3 from a couple years ago did.…”
