So were the funds not necessary--did--are we overly funding these programs? Because it seems like we are actually extending and expanding what they are supposed to be doing by putting this additional money into new programs.

Do we have to, in every single law that we pass, that we pass through the Congress and the President signs, do we have to add a clause that says we really mean it, you have to actually enforce these laws?
