The text of the amendment is as follows: Add at the end of subtitle D of title XII the following: SEC. 1236. LIMITATION OF AVAILABILITY OF FUNDS FOR PROJECTS AND ACTIVITIES OF THE NORTH ATLANTIC TREATY ORGANIZATION. None of the amounts authorized to be appropriated by this Act may be made available for any project or activity relating to the North Atlantic Treaty Organization (NATO) until the date on which the Secretary of Defense certifies to the congressional defense committees that each member country of NATO has spent two percent of the respective gross domestic product on defense expenditures.
