With due respect to the gentleman from Indiana on numerous points, this is the fifth restriction that this Congress has undertaken. If it were to pass, it simply shows the judgment of this Congress, the people's representatives, that these remaining 149 detainees are too dangerous to be cavalierly released into a country without adequate constraints or without notification to Congress, as the law that the President signed demanded. I reserve the balance of my time.
