Mr. President, I have a motion to commit at the desk, and I ask that it be reported. The PRESIDING OFFICER. The clerk will report the motion. The bill clerk read as follows: The Senator from Arkansas [Mr. Cotton] moves to commit the bill, H.R. 1319, to the Committee on Finance with instructions. The motion is as follows: Motion to Commit With Instructions Mr. Cotton moves to commit the bill H.R. 1319 to the Committee on Finance with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; and (2) reduce spending by prohibiting any payment of funds under Coronavirus State and Local Fiscal Recovery Funds under title VI of the Social Security Act, as amended by section 9901 of the bill, to any State or subdivision thereof that prohibits its employees or contractors from-- (A) sharing law enforcement information with the Department of Homeland Security; or (B) cooperating with lawful requests from the Department of Homeland Security to hold an individual pending arrest for any violation of Federal law.
