It is that basis on which I think this Congress should rally behind the plan that we have offered today that is going to cap spending, that is going to cut spending, and is going to require a balanced budget amendment to the Constitution so that future Congresses can't put us in a similar situation that we are in today. So I would urge a ``yes'' vote. I support it wholeheartedly, and I would ask the American people to join us by promoting fiscal sanity by approving this piece of legislation.
