(a) Requirement.-- (1) Quadrennial reviews required.--Under the direction of the President, the Secretary of State shall every four years, during a year following a year evenly divisible by four, conduct a review of United States diplomacy and development (to be known as a ``quadrennial diplomacy and development review'').
