I rise today to talk about the Agriculture appropriations bill, but I have to start by thanking our chairwoman of the Appropriations Committee. She has already done so many good things for that committee and for the Senate. Obviously, she has been a great Senator for the State of Maryland, and we see that greatness as she leads the Appropriations Committee. I think all the members of the Appropriations Committee, both Democrats and Republicans, would like to thank her for her service and her leadership. Today I do want to talk about the agriculture appropriations bill and the impact a government shutdown would have on the activities it supports and the negative ripple effects--and there would be many negative ripple effects--that would come to our Nation's economy if that in fact does happen. When people hear the phrase Agriculture appropriations, they naturally think about farmers, and that is certainly a key part of what is in our agriculture sector and in this bill, but that is certainly not all it does. The bill helps farmers with operating loans and conservation projects and marketing--all those are very important--but it also funds programs that benefit rural communities to supply clean drinking water for people in rural areas, and housing. It supports nutrition programs. It helps kids all across the country. It also not only involves food but the international food programs--programs such as Food for Peace, et cetera.…
