It's unfortunate, but the current map, you know, it's a map that Congress adopted, a Nielsen map, that's from the 1950s.

I do feel that, done right, the regulatory reform effort--the regulatory system can be better, cheaper, and faster.

Unfortunately, I do not think our regulatory environment does that.
