I understand I am not supposed to call up my amendment. But I would like to discuss amendment No. 1298. If it were appropriate, I would ask to make it pending. But, again, I understand we are not quite ready for that. I am offering this amendment, when the time is right, because I think it is crucial that we have the strongest possible border protection system in place if this bill, in fact, does someday go into law. To that end, I would like to ensure that we have the best trained personnel securing our borders and overseeing the activity that contributes to the safety of our Nation every day. Therefore, I am proposing an amendment to require the Department of Homeland Security to set up a program to recruit highly qualified veterans of the Armed Forces as well as members of the Reserves to fill crucial positions within Customs and Border Protection and Immigration and Customs Enforcement. The security provided by these agents depends on the line watch agents who identify and apprehend undocumented aliens, smugglers, and terrorists. It depends on the agriculture and trade specialists, aircraft pilots, and mission support staff. It also depends on the intelligence research specialists, report officers, and systems engineers. Although the role and responsibilities within ICE and CBP are varied, each plays a critical role in protecting the border.…
