Section 1222 of the Energy Policy Act of 2005 (42 U.S.C. 16421) is amended by adding at the end the following: ``(h) Reporting Requirement.--Before carrying out a Project under subsection (a) or (b), the Secretary shall submit to Congress a report that-- ``(1) describes the impact that the proposed Project would have on electricity rates; ``(2) demonstrates that the proposed Project meets the requirements of paragraphs (1) and (2) of subsection (a) and paragraphs (1) and (2) of subsection (b); and ``(3) includes a list of utilities that have entered into contracts for the purchase of power from the proposed Project. ``(i) Decision.--The Secretary may not issue a decision on whether to carry out a Project under subsection (a) or (b) before the date that is 90 days after the date of submission of a report required under subsection (h).''.”
