“I have seen up close the difference between this bill and the one in the last Congress, the 103d Congress. I know there are a lot of concerns over the issues of nonpoint source pollution, storm water management, wetlands and risk assessment and cost-benefit analyses. I have heard the complaints from witnesses who have testified in committee hearings. What I am hearing from people across the country, Mr. Chairman, from farmers as well as from business men and women is that the frustration level has reached a peak. I commend the efforts the present chairman has made, the gentleman from Pennsylvania [Mr. Shuster], in addressing many of these issues and many of these problems in his Clean Water Act. However, in the final analysis, I submit that it comes down to one thing and one thing only in mind. And that is, does this bill make our water cleaner or not? On closer examination of this bill, Mr. Chairman, I am compelled to oppose the bill and to support the substitute.”
