Mr. Speaker, for the bipartisan work on this bill, I want to again thank Mr. Rothfus and my good friend Mr. Vargas. You can see that he has the heart of a Jesuit and the mind of a Harvard lawyer. The question is on the motion offered by the gentleman from Arkansas (Mr. Hill) that the House suspend the rules and pass the bill, H.R. 6069, as amended. The question was taken; and (two-thirds being in the affirmative) the rules were suspended and the bill, as amended, was passed. A motion to reconsider was laid on the table. ____________________
