In 14 years, the Secretary of Energy has had the discretion, which we gave the Secretary, to raise this 1 mill fee to whatever it would take to pay the utilities' share of the program's cost. In 14 years, he or she has never seen fit to raise it. There is no point in tinkering with it now because it is working fine. If there ever was a case where we are trying to fix a problem that does not exist, this is it. Leave the law as it is. We are adding $2 billion to the $27 billion cost now with the Murkowski bill. That is going to up the ante $2 billion. One mill is fine for now. The utilities are happy with it. It is producing the amount of money we want. There is absolutely no reason for this amendment.
