“Bill Clinton, my friend from my home State of Arkansas, has been taking a lot of trashing lately, a lot of it richly deserved. I am not here to defend the President. But I will tell you one thing. You can say a lot of things about him but you cannot say he is not an environmental President. I will tell you what I think he will do. I think he will follow the advice of Dale Bumpers and the New York Times and veto this bill if this amendment is defeated. I can tell you I don't care how weak he is, I don't care how disturbed he is about all of this, I don't care how disturbed the American people are, I promise you there is one thing about him that he will not yield on and that is the environment; and for the very same reason nobody in the U.S. Senate ought to yield on it. I know it is painful. I know companies are put upon because of the environment. But, when you think about what has happened to the environment over the past 300 years of history in this country, it is time we implement strong measures.”
