I am not clear on the difference between the amendment the Senator is offering now and the one that was overwhelmingly passed in the Senate the other day. That was carried--a 1-cent increase in the 32-cent stamp, with the extra penny going to breast cancer research. This one, as I understand it--does this amendment take part of the 32 cents or does it also carry an increase in the 32 cents?
