Senator, I think that in the case of your beloved daughter, you would be quite secure if she came home with a gift of almost any value--well, I will not say that--but of nominal value, say, $20. You could be secure in that because there is an exemption for those "motivated by personal or family relationships." If she came home with something from school, that would certainly be a personal relationship.
