I think what we have to realize is that what is happening now is not working. Forest management plans are not being implemented. Region 1, alone, of the Forest Service spent $1.23 million on the Equal Access to Justice Act, paying plaintiffs to sue the Forest Service. That is just since January of 2016. This is an attempt for the pilot program to do arbitration modeled after baseball arbitration that keeps the ball moving forward. This results in some kind of action taking place. It is not the Secretary of Agriculture making the decision; it is one of a team of arbitrators who are professionals who come together to work for solutions. That is what we need in our forests, and that is why we don't need to include this amendment in the bill.
