the policy hasn't worked to save the spotted owl, and we can, in hindsight, decades and decades later, look back and say this was a weaponized rule just to stop management on the forests.

H.R. 6180... would also amend the Indian Reorganization Act to confirm the Secretary's discretionary authority to place land into trust for the Poarch Band of Creek Indians.
