the policy hasn't worked to save the spotted owl, and we can, in hindsight, decades and decades later, look back and say this was a weaponized rule just to stop management on the forests.

At the end of the day, there is no reason to oppose the Carcieri fix legislation.

So, I would hope that we would take another look at roads and access on the forests, and use some common sense there.
