Mr. Speaker, I thank Mr. Stauber for his leadership on the Subcommittee on Energy and Mineral Resources and his participation in all the things we work on trying to do conservation through the Natural Resources Committee. Mr. Speaker, I yield to the gentleman from Oregon (Mr. Bentz), whose district has been greatly affected by drought. He is the ranking member on the Subcommittee on Water, Oceans, and Wildlife. He is a water lawyer. He has got experience both firsthand and academically.
