So when the Department of Defense markup approached, New York Governor George Pataki wrote to Chairman Warner and Ranking Member Levin urging them not to include DOE's language in the bill. While the provision was changed before the markup, and it is now intended only to affect the Savannah River site, DOE's original language would have affected West Valley and the other sites I have mentioned. We know that is exactly what DOE is aiming for. That is their goal and their objective, to try to reclassify nuclear waste. So New York State remains opposed to section 3116 of the bill. On behalf of the Governor and my State, I am supporting the Cantwell amendment, because I think we need a different process to get to the point of determining what our nuclear waste classification system should be. It is certainly a very difficult issue. I respect the Presiding Officer's concern about the cost. I share that concern. These are incredibly expensive undertakings that go on for decades. But, in effect, we are cleaning up the mess we made. We made it for military purposes. We made it for commercial purposes. We owe it to ourselves and future generations to do it as well as it can be done. I, for one, hope we can take this issue off the floor of the Senate by passing the Cantwell amendment. Then let's have the hearings in the Energy Committee and the EPW Committee.
