But our country was founded on the belief that you could have a decent government, and that societies have to have government to do certain limited functions that will not be done in other ways. And over 200 years, we have defined and redefined over and over again what those powers were. In times of great national duress, the Government has taken powers to itself that we would never tolerate in ordinary times.
