“Well, let me say before we make that decision, we should acknowledge two things. One is, we're rationing health care right now. There's a huge rationing going on now. It's just a roll of the dice whether you have it or not and what you get. What we do know is that if our plan passes and we put more emphasis on primary and preventive health care and primary physicians getting out there and taking care of people and stopping bad things from happening, we'll have less need for those extreme procedures. I do not believe we want America to pull back from the technological advances that we all treasure. I do not believe we want to tell people they can't have procedures that have a realistic chance of saving their lives or returning them to normal. So I suspect they'll always be willing to pay a little more than any other country in the world to do that. But if we do more on the primary side, we'll be better off. Mr. Russert. Mr. President, you're still confident we'll get a health care bill by next year?”
