Because I believe over the long run what you want is a change in the policy and the attitude of the Chinese Government on whole, not just on this, that, or the other specific imprisoned dissident or threatened dissident, although those things are very important. I don't want to minimize that. I'm glad Wei Jingsheng is out of jail. I'm glad the bishop is out of jail. I'm glad Wang Dan is out of jail. I think these things are important. But what I am trying to do is to argue to the Chinese Government that, not because we're pressuring them publicly but because it is the right thing to do--the right thing to do--that the whole policy should be changed. And after all, our relationships have been characterized, I think, by significant misunderstanding, including the misunderstanding of the Chinese of our motive in raising these issues. And so I felt that by going directly to engage the Chinese, starting with the President, and especially taking advantage of the opportunity to have this free and open debate before all the Chinese people, I could do more in the short and in the long run to advance the cause of human rights.
