I think my colleague is absolutely right, because if we are looking at the comprehensive reform, we cannot leave out the funding of IDEA. We can't leave out doing something to help parents understand their obligations to be a child's first teacher and provide quality preschool. I hear so much about the IDEA program, otherwise known as the special education program. I hear it mostly in suburban districts, interestingly enough, because suburban districts have activist parents and they know the law. The law is that we have to provide an education for every child. And I support that law. It was the first project I ever did for the Children's Defense Fund. I went door to door in communities back in--I hate to say--1973 to find out where the children were because they weren't in school. We found a lot of children with disabilities who were being kept out of school. I am a 100-percent supporter of mainstreaming our children and giving every child a chance. But we are bankrupting a lot of our suburban school districts.
